This call seeks to advance floating offshore wind energy mooring technologies and methods and to encourage bilateral collaboration to increase the impact of research in the United States and Denmark. Open topic that, in a broader sense, supports the development of mooring systems.

How much?

U.S. Department of Energy (DOE) Wind Energy Technologies Office (WETO) will contribute with 2.1 mill. USD in finance for U.S. participants and Innovations Fund Denmark with 15 mill. DKK (approx. 2.2 mill. USD or 2 mill. €) for Danish partners in projects. Maximum funding for a Danish partner in international projects is EUR 300,000 (2.25 mill. DKK) incl. overhead. The total maximum for all Danish partners, if the project has two or more Danish partners, is EUR 500,000 (3.75 mill. DKK) incl. overhead. The minimum IFD investment per Danish partner in a multiannual project is EUR 50,000 (375,000 DKK). Cost for Danish partners can be covered in correspondence with Guidelines for international Collaborations.

Announcement of Funding Opportunity (FOA)

It is important for both Danish and American applicants to inform themselves about the framework as described in the 'Funding Opportunity Announcement' (FOA), which is published by the DOE: Click here for the FOA.

This document describes items of relevance for both Danish consortium partners seeking support from the Innovation Fund and conditions for American consortium partners seeking support from the DOE. Please note that project applications must be sent to both the DOE and the Innovation Fund. Danish applicants must pay particular attention to the sections mentioned below (and American partners to all sections which will also affect the consortium's opportunities for application and for cooperation):

The Technical Volume

FOA section IV - Application and Submission Information: pay specific attention to section IV.C.iii. This states the need of sending identical technical volumes to Office of Energy Efficiency and Renewable Energy (EERE) as well as Innovation Fund Denmark. (via e-grant). The section describes the maximum scope of the technical volume and defines the needed content as described in the table called ’Technical Volume Content Requirements’. Key Persons/Principal Investigator Resumes

There need to be resumes for each principal investigator, work package leader or senior/key personnel in adherence with the description in FOA section IV.C.iv. Innovation Fund Denmark will, under this call, accept resumes on up to three pages.

 

Evaluation of Applications

FOA section V – Application Review Information: All applications passing the formal/structural requirements to the application will continue to a scientific evaluation after the criteria listed in this section and as described below:

Criterion 1: Impact (34%)

This criterion involves consideration of the following factors:

  • The degree to which the proposal exhibits good knowledge of the market and demand for the proposed solution;
  • The extent to which the proposed solution addresses a core technical barrier that is not being addressed by others, and has the potential for wide-scale replicability;
  • The degree to which the proposal is feasible, innovative, and will make significant progress toward solving the identified problem;
  • Where appropriate, adequacy of a plan to commercialization, with the relevant partners in place.

Criterion 2: Quality of the Idea and Capability (33%)

This criterion involves consideration of the following factors:

  • Extent to which the proposal identifies a problem fully aligned and essential to the advancement of the topic area;  
  • Level of understanding of the current state-of-the-art and identification of key research areas that will have an impact on the current state and increase knowledge;
  • Demonstrated positive value from the combination of U.S. and Danish partners– technological, managerial and financial capacity – to the consortium beyond that of each team or partner on their own;
  • Capability of the U.S. and Danish teams including a strong technical background with the relevant and necessary expertise and access to relevant/suitable facilities to complete all aspects of the proposed work;

Criterion 3: Quality of Execution (33%)

This criterion involves consideration of the following factors:

  • Sufficiency of measures in place to ensure good communication and interaction between the U.S. and Danish entities;
  • Comprehensiveness of the implementation strategy that is well-conceived, appropriate for the current stage of development, and has a sound plan for measuring progress and success;
  • Clarity of the project plan, with fully developed tasks, subtasks, milestones and deliverables that will enable effective project management; and
  • Discussion of the technical and programmatic risks that are clearly understood and fully disclosed, with well-considered mitigation plans that have a high probability of ensuring project success. 

Applications will be evaluated by Innovation Fund Denmark in accordance with the evaluation process as described in Guidelines for international Collaborations.

 

Intellectual Proporty Rights

FOA section VI.B.xii – Intellectual Property Provisions: EERE and Innovation Fund Denmark has agreed in the principle that all activity funded by Innovation Fund Denmark becomes IP-rights for Danish partners and all that financed by EERE becomes IP-rights of American partners. Unless otherwise agreed on in the consortium agreement.

 

Repporting in the Project Period

Projects will report to Innovation Fund Denmark in accordance with section 6.1 in Guidelines for international Collaborations. Furthermore applicants need to be aware that they should participate in yearly reviews with participation of both Danish and American partners and DOE and Innovations Fund Denmark I accordance with FOA section IV.C.vi.

 

Danish Applicants must Apply through E-grant (opens ASAP)

Applications must be sent via e-grant. The application will consist of the following documents as well as the above mentioned technical volume. Please note the need for identical technical volumes as well as the limited scope of 10 pages.

The following documents etc. must be uploaded in e-grant and constitutes the full application for funding of Danish partners in the projects. For more information see Guidelines for international Collaborations section 3.1.2.:

  • Appendix A: Technical volume (as described above and referring to the FOA).
  • Appendix B: Participant motivation for all partners (Danish and foreign).
  • Appendix C: Key persons (principal investigators) for all partners (Danish and foreign). Note that resumes can be on a maximum of three pages.
  • Appendix D: Gantt diagram: Excel file including the contribution of all partners (Danish and foreign)

The following documents and declarations can be necessary depending on the type of the specific partner organization:

  • Appendix E: Figures, pictures, tables (please note that information to be evaluated must be a part of the technical volume in appendix A).
  • Appendix F: No undertaking in difficulty
